UPPSC Manager System, Senior Programmer, Programmer Grade-II & Computer Operator Grade-B Recruitment 2026

The Uttar Pradesh Public Service Commission (UPPSC) has released Advertisement No. A-2/E-1/2026 for direct recruitment to four technical posts in the Computer Cadre – Manager (System), Senior Programmer, Programmer Grade-II, and Computer Operator Grade-B. A total of 10 vacancies are spread across the Industrial Development Department, the Directorate of Financial Planning and Resources, and UPPSC itself. Online applications open from 3 August 2026 through the O.T.R.-based application system on uppsc.up.nic.in. Note: Candidates who do not already have an O.T.R. number must obtain it from otr.pariksha.nic.in at least 72 hours before submitting the online application.

Application Fee & Payment Mode

Payment Modes: Fee must be paid online through the SBI MOPS gateway using any one of the following — Net Banking, Card Payments (Debit/Credit), or Other Payment Modes. It is mandatory to pay the fee before the last date; candidates should download the payment transaction slip and keep a copy safe.

For Manager (System), only O.L. and A.A.V. sub-categories of PWD are identified; for Senior Programmer, O.L., B.L., H.H., L.C., Dw. and A.A.V. sub-categories are identified; no PWD sub-category is identified for Programmer Grade-II or Computer Operator Grade-B.

Educational Qualification

All candidates must possess the requisite qualification up to the last date for receipt of applications. The equivalence clarification for a “graduation” qualification issued vide Government Order No. 03/2023/312/47-Ka-2-312 LC/2022 dated 19-07-2023 applies wherever a department’s service rules specify a general graduation qualification.

How to Fill UPPSC Computer Cadre Online Form

1. Visit the official UPPSC website – uppsc.up.nic.in.
2. Complete One Time Registration (O.T.R.) at least 72 hours in advance via otr.pariksha.nic.in, if not already registered.
3. On the homepage, click “All Notifications/Advertisements” and select Advt. No. A-2/E-1/2026 for the post applied for.
4. Click “Apply”, then choose “Authenticate with O.T.R.” and verify via OTP or O.T.R. password – your personal details will be auto-filled from O.T.R.
5. Under Application Part-2, fill in the essential qualification for the post and answer Yes/No against each preferential qualification.
6. Proceed to the Fee Confirmation Window and pay the applicable fee through SBI MOPS (Net Banking, Card Payment, or Other Payment Modes).
7. Download and print the Payment Transaction Slip after successful payment.
8. Review your auto-generated application form, submit it, and take a printout for your records.

Any correction to the qualification details filled in the application can be made only once, through “Candidate Dashboard Login,” before the last date fixed for correction/modification (10 September 2026). Any change to personal details already present in the O.T.R. must be synchronised on the dashboard, failing which the change will not be allowed.

Selection Process & Exam Pattern

Selection for Manager (System), Senior Programmer and Programmer Grade-II is based purely on marks obtained in the written (objective type) examination. For Computer Operator Grade-B, selection is based on total marks obtained in the written examination plus the Hindi & English typing test.

• Each paper covers Computer Application/Exposure to Computer Systems, Logical Ability, Mathematics/General Awareness, and English Comprehension (Unseen Passage), broadly in the ratio detailed in the official syllabus.
• For Computer Operator Grade-B, a minimum typing speed of 25 words per minute in Hindi and 40 words per minute in English on computer is compulsory.
• Negative marking of one-third (0.33) mark applies for each wrong answer; multiple answers to a question are also treated as wrong.
• Minimum qualifying standard: 35% for SC/ST candidates and 40% for all other categories; candidates scoring below this shall not be placed in the merit/select list.

Documents Required

• High School/Higher Secondary certificate for proof of date of birth
• Relevant educational qualification certificates/marksheets (Degree/Diploma/Certificate applicable to the post applied for)
• Self-attested photocopies of all certificates/marksheets, to be submitted when called for document verification
• Category certificate (SC/ST/OBC/EWS) in the prescribed Appendix-1 proforma, issued by the competent authority, if claiming reservation
• Disability certificate, if applying under the PWD category
• Dependents of Freedom Fighters certificate, if applicable
• Ex-Servicemen discharge/service certificate, if applicable
• Domicile certificate of Uttar Pradesh, required for availing reservation/age-relaxation benefit
• Printout of the completed O.T.R.-based online application form and Payment Transaction Slip

Important Notes

• Candidates who do not already have an O.T.R. number must obtain it from otr.pariksha.nic.in at least 72 hours before submitting the online application.
• OMR sheet must be filled only with a black ball point pen; use of pencil, whitener, blade, or pin on the OMR sheet is strictly prohibited.
• Non-appearance for document verification, or failure to produce the required certificates, will lead to cancellation of candidature.
• Candidates claiming benefit under more than one reserved category will get only one concession – whichever is more beneficial.
• Reservation and age relaxation benefits are available only to candidates who are original domicile of Uttar Pradesh.
• A stay order has been passed by the Allahabad High Court (Lucknow Bench) on 13 May 2026, in Special Appeal No. 233/2026 (Bhavna Yadav and Others vs. State of U.P.); whether it affects any category-related provision of this recruitment should be confirmed from the official advertisement before relying on it.
• The number of vacancies for all posts may increase or decrease depending on the Commission’s requirement.
