Both Prelims papers are conducted on the same day. Only Paper I (General Studies) marks are used to determine the Prelims cutoff and shortlisting for Mains – CSAT (Paper II) is purely qualifying, and candidates must score at least 33% to clear it, but its marks are not added to the ranking.
According to the UPPSC PCS 2026 notification, SC/ST candidates must meet a 35% minimum efficiency standard, while candidates of other categories must meet 40% in the Preliminary/Main examination. CSAT separately requires a minimum of 33%.
Prelims Negative Marking
A penalty of one-third (1/3) of a question’s marks is deducted for every wrong answer:
- Paper I (General Studies): Each question carries approximately 1.33 marks (200 marks / 150 questions), so a wrong answer deducts approximately 0.44 marks.
- Paper II (CSAT): Each question carries 2 marks (200 marks / 100 questions), so a wrong answer deducts approximately 1/3 marks.
Marking more than one answer for a single question is treated as a wrong answer and attracts the same penalty. No marks are deducted for questions left unanswered.

All 8 Mains papers are descriptive and are evaluated by examiners – there is no negative marking in the Mains stage. Candidates who clear the Mains are called for an Interview (Personality Test) carrying 100 marks. It has no fixed syllabus or negative marking. The interview panel assesses general awareness, communication ability, character, and overall suitability for administrative service through a conversational format rather than a written test.
How Final Merit Is Calculated
- Prelims qualifies candidates for Mains but its marks are not added anywhere in the final merit.
- Mains marks (out of 1,500) are added to Interview marks (out of 100).
- The combined Mains and Interview score determines the final merit ranking. Final appointment/post allocation is also subject to candidates’ post preferences, eligibility, applicable reservation provisions, vacancies, and relevant service rules.
